The major American Universities and the Evaluating Agencies in the USA - such as Jose Silny in Miami would shudder at the " equivalent to a Associate degree in USA " statement. For the part, it takes over 160 college credit hours to get a Filipino University Degree and less than 130 to get an American Degree. All University classes in the Philippines are taught in English. And each three PT's, 4 nurses, 2 CPA's, and 6 Engineers, I have helped to get to the USA had all had their degrees assessed as " equivalent to or surpassing" USA Degree Requirements.
That is why it is so absurd to me that an entire group of teachers and medical people in the Philippines stand unemployed looking for jobs serving fench fries or selling sneakers when the USA is 400,000 nurses and 600,000 teachers short. [Garry Muth]

CHED MEMORANDUM NO. 32 SERIES OF 2001
SUBJECT: Grant of Autonomy and Deregulated Status to Selected Higher Education Institutions with Benefits Accruing Thereto.
In accordance with the petinent provisions of Republic Act (RA) 7722, otherwise known as the "Higher Education Act of 1994" and by virtue of CHED Resolution Number 151-2001 dated August 20, 2001, the Commission on Higher Education hereby promulgates the guidelines to implement the grant of autonomy and deregulated status to selected private higher education institutions (PHEIs) with corresponding benefits.
OBJECTIVES:
The commission on Higher Education (CHED) recognizes the enormous contribution of private higher education institutions in the growth, and prominence of tertiary education in the country and in the Asia-Pacific. The CHED is also cognizant of their consistent committed service through quality education, research , and extension work.
At present, there are about 1200 private higher education institutions under the supervisions of CHED with a total of almost 23.6 million students enrolled in some 978 academic programs in the undergraduate and graduate levels.
The tasks of supervisions of these private higher education institutions formidable and demanding. In the view of this, the Commission on Higher Education rationalizes it's supervision of PHEIs by granting autonomy and deregulated status to deserving private colleges and universities.
CRITERIA FOR SELECTION
The three 93) general criteria for selection and identification of private higher education institutions which shall receive autonomy, and deregulated status from the Commission are:
Established as Centers of Excellence or Centers of Development and or private higher education institutions with FAAP Level III Accredited programs
Outstanding overall performance of graduates in the licensure examinations under the Professional Regulation Commission Long tradition of integrity and untarnished reputation
BENEFITS OF AUTONOMY
The following are the benefits to be enjoyed by private higher education institutions granted autonomy:
1. Exemption from the issuance of Special Order (S. 0.).
2. Free from monitoring and evaluation activities of the CHED. However, identified PHEIs shall submit requested data as part of the data gathering activity of CHED for it's MIS.
3. Entitlement to grant of subsidies and other financial incentives assistance from the Commission on Higher Education, whenever funds are available
4. Privilege to determine and prescribe their curricular programs to achieve global competence.
5. Privilege to offer a new course/program in the undergraduate/graduate level/s without securing permit/ authority from the CHED. However, the higher education institution must inform the CHED Regional Office concerned of the new course/program to be offered.
Privilege to established branch /es or satellite campus/es without the prior approval of the CHED, but with information to the CHED -Regional office where the new branch/campus is to be located.
Privilege to offer extension classes and distance education course/program to expand access to higher education, and to establish affiliation with recognized foreign higher education institution/s in pursuit of international standard of education.
Authority to grant is Causa to those deserving, per pertinent provisions of existing CHED issuance on conferment of honorary degrees.
BENEFITS OF DEREGULATED STATUS
The benefits granted to autonomous PHEIs shall likewise be accorded to institutions with deregulated status, except on opening of new course/ program, as provided in item numbers 5, 6, and 7 of BENEFITS OF AUTONOMY, wherein a permit/ authority to offer is still to be secured from the Commission on Higher Education.
CONDITIONS OF GRANT
The commission on Higher Education shall implement the following conditions of grant:
1. Selected and identified private higher education institutions for grant of autonomy and deregulated status shall still submit to the CHED Regional Office concerned their Enrolment List per semester and Graduation List of the current School Year for purposes of information data gathering, and reference of the CHED.
2. Six (6) months before the expiration of the grant, the CHED Selection Committee shall meet and evaluate the private higher education institutions granted autonomy and deregulated status.

EFFECTIVITY
The Autonomy and deregulated status granted to selected private higher education institutions shall be in force and in effect for five (5) school years beginning the Second Semester of School Year 2001-2002.
