Overseas passport applications for 10-year validity surge

A bit confusing since it says 5 year and 10 year passports, why would anyone want a 5 year if the 10 year is available for the same cost?

Passports with 10-year and five-year validity will use the current Philippine electronic passport booklets without any change in design, security features and number of pages. There are also no changes in passport application fees.

Under 18 years old is 5 years.
