IRS does accept a foreign address. Turbo Tax may not accept it.  I file my return manually with the foreign address.

OK I stand corrected, when IRS tax forms are sent manually from the Philippines via "Snail Mail", but I personally have never ever done it that way from the Philippines. "To each their own". 
This could be another topic on it's own, but using "Snail Mail" from the Philippines just doesn't do for me anymore, unless it's a last resort or using a reputable Mail Air Carrier from the Philippines would be better.
We seldom receive mail here in the Philippines at our home, except for my new issued U.S. debit/credit cards prior to their expiration date and or important official government local mail.
All of my other U.S. mail is sent to my Texas Mail Forwarding Service so I receive it right away.

Getting off topic here but the postmark has to be a U.S. postmark.  So if it is not a U.S. postmark (or from certain acceptable private carriers) the tax return has to arrive at the IRS by the deadline date.  However, you have until June 15 and not April 15 if you file from overseas.  I also send in my tax returns because I can't electronically file with a foreign address.  I use my PHL address on almost everything now except:

1. One credit card which requires a U.S. address.

2. My Apple iTunes account (so that I can get content that is restricted to the U.S.)

3. "MySocialSecurity" account which requires a U.S. address (sort of made this back on topic)

You list a Philippine address with SSA?  My address is still stateside.

I lists the address in the states and they always said to me I must tell them where I live or your ss will be cut off,they always send the Annual Questionair every year.I do list my address in the  USA but you must also give them the address where you live.

I use Turbo Tax I manually input the address and send it threw the internet.

For now I only have two US government agencies with my physical address.  SSA and IRS and both of them also have my Florida PMB address.  Both have sent me snail mail to the house.  In fact, SSA sent my dead or alive notice which I the last week of June.  My first SSA direct deposit in the US was for my very first payment which was January.  So, they are wondering if I am alive only six months after I started.  Anyway, it said mail back in 60 days or have my payments stopped.  I went to the CPO here and put it in the mail registered and signature required two days after I received it.  Post mark was June 28.  Yesterday on the 27 of August, I just got the signature received notice out of my mailbox.  SSA did not even sign the front as being received.  I did find a small ink stamp on the back which says "SSA WBDOC"  and "2016 AUG - 2 AM 10:49".  Looks like it takes a month each way.  They sure don't give you much time though when they say return in 60 days.

As I mentioned in my previous post that ever since I started to collect my SS pension via direct deposit to my U.S. bank account, I have never received a "dead or alive" letter aka the SSA Form 7162, but for those who do mail in their form I found this site that it mentioned that this Form 7162 can be faxed instead of using the RP's local "Snail Mail" and courier.
So, if ever I do get one of these forms, I will just send it via my on-line Fax Service and not worry about sending it via "Snail Mail".
I have never ever received a "dead or alive"letter so I do not know if these fax numbers below actually work, but if anyone on here uses this method lets all know on here if it worked for you.

Thanks art I did call them and they said to me to make sure they posted it properly I must send it back snail mail because on the letter they send you it has a coded Bar code they use that to scan it in the system they dont like to do things manually.I send mind back Via rgistered mail yes it takes a month some times more the Fact it says within 60 days or they will cut you is not correct.they will send you 1 in June if they dont get that back september you will get another one they keep that up until feb 1st If by then they dont get it back your cut off til you call them and speak in person please dont Bother dealing with the ss dept here they will tell you it takes 1 month or more to start it back,I know this first hand.

The Bar code is part of there Automation process/Lazy way of doing things easy.also sending the Form out to you once a year is also Automatic process.crazy i know but one year my letter never came and I forgot about not getting one yep in Feb I was stopped.I called the ss here like I said dont waste your time please call the usa ss dept in wilkes PA ....ok later I will provide a number right now its late and I am being a Bit Lazy ,hope the info helps some one.

I have yet to get a response back from the SSA office here pertaining to a question or two that I have had.  Back when I first applied and began drawing, I called the US number.  I had taken my bank account number for direct deposit off of my prior year's tax return and it turned out to be a digit off where I made an error on the tax return.  I don't know how in the world my tax refund when through with the wrong number the previous year but it did.  So, I called the number there when I found out my first deposit had not gone through after I checked it out and saw my mistake.  They took care of it right away but you are right, you don't get the same thing here.
