I stayed at Montebello for about 2 weeks in 2015 and found it quite acceptable and reasonably priced.  Yes, the breakfast buffet was offered and, as mentioned, the pool area had been renovated and was quite pleasant.

In a small group we went for the buffet dinner at Marco Polo a couple of times.  Not cheap by PI standards, but very good.

Just on another note of where to say, instead of hotels some good price condos can be found through airbnb.com. At the moment i'm in citysuites on Ramos; studio apartment for $29 au a night which is better than most hotels in Cebu. If you're staying a week or month it's usually cheaper. There are some very expensive condos for short term stays as well depending on your budget and needs.
