The embassy put this on their web page last week in regards to immigrant and non-immigrant visa appointments scheduled for the 7 & 10 Aug cancellation/rescheduling.  Asked them for clarification as to rational for closure since no holiday etc was scheduled, and why the short notice since some people may have all ready purchased scheduled travel/accommodation reservations.  Yesterday on the embassy web page they again published the closure with the addition of rescheduled dates of 27 & 28 Aug respectively, and the rational of systems update etc. for the closure.  I again replied on their web page that most businesses/institutions schedule updates etc. during non business hours such as evenings/weekends.  Do not expect a reply this time but just seems like an excuse for embassy time off to me.

With all the holidays between Philippine and US, you would think they could figure out a way to schedule their freaking system maintenance straddling a holiday weekend.
Whatever floats your boat.
