Keeper Memorandum of Agreement

Not quite sure where to put this. Has any residents been asked to fill out a form like this recently? It's 3 pages wanting a lot of personal information. The sub-division I live in had the guard deliver this to me today. I asked about it and the Admin said it goes to the local police. Then they filled it out for me and said I need to supply a photo. Seems kind of odd and I'm wondering if maybe the sub-division is not just checking up on me (after living here 5 years).

I guess it is catching on in other areas as well. My concern is that it will be used against us.

The Philippine National Police is strengthening the establishment of the Foreign National Keepers Network, a mechanism that aims to profile and account foreign nationals living in a particular area.

Superintendent Rodulfo Albotra Jr., head of the Provincial Intelligence Branch, said yesterday that he has directed station commanders in the province to start establishing the network in their respective areas.

“They will account for all foreign nationals in their area of responsibility and ask to join the FNKN,” Albotra said.

Profiling is necessary, Albotra explained, because it would make it easier to trace foreign nationals who are engaged in crimes. He said the network would also open communication lines between foreigners and local police.

Work will not only be on the part of authorities as the foreign nationals themselves will be asked to police their ranks, so to speak, something that foreigners are reportedly glad about.

I don't know that I really want to be involved in it, but more power to them and I hope it works out for them, because I seldom leave home. It still seems rather odd that they don't know where we are all at--at least those of us with permanent visas. The president of our sub-division is american, but other than him, I don't know if any foreigners even live here. I suppose one day we will all wear ankle bracelets to track us (at our expense of course).

I do not think we will have a choice. I believe most foreigners who live in the Philippines do so on tourist visas and that the acr card is already registration of foreigners. I never read that thread before. I guess it's fine. There are a lot of unsavory types in the Philippines. I didn't give them any personal information that would endanger me anyway. I just wish they would have came and talked to me about it, instead of dropping off the paperwork and saying I had until Saturday to have it ready. I really consider this my home now, even though I'm not very involved with things away from the house. Mostly I keep a low profile because I get the feeling they don't want me to be involved and I'm happy with that too. But still, I would be interested to hear if anyone else in the Cavite area gets this form.
