No kidding, if I had to live on SS alone then I would have to do without an awful lot, I feel for those people who do have to live on SS alone, it is just not fair and especially not when the US gives away so much money to people who never earned it.

Under Reagan and Bush(H.W.) were probably the best years of cola, but Bush(W)(and Clinton was close to Bush(W)) were much higher than Obama.  Obama really took it to SS recipients.

Keep in mind, 2017 was Obama's admin set rate as 2001 was Clinton's and 2009 would be Bush(w)'s.

Due to how he's started, I wouldn't be surprised at all to see Trump go more the Reagan, Bush(both) and Clinton way and move strongly away from what Obama was doing.

2009, 2010 and 2015 were 0%, 2016 .3% the 2011 was 3.6% and 2012-14 were less than 2%.  Yes the $4 was sad but not as sad the 0%s.  No President has a lot of say in what percentage SS will be it is normally based on the CPI and hopefully the rate will rise this year with the new Administration.
