Hope it helps, it sure cannot hurt, I wish they would do something in Cebu too as Cebu traffic is getting pretty bad.

Art, just a re(tired) Fil-Am:
IMHO, the problem is, that there are too many vehicles already in the Philippines, especially with the ever increasing of new imported vehicles every year coming into the country. If it doesn't stop, it'll only added to the present ever growing gridlock traffic.
The solution is to get rid of all of unsafe vehicles off the road and curtail the import of new vehicles coming into the country every year until such time gridlock traffic is reduced in every region of the Philippines.
