Okay then how will they get the renewed drivers license to the people, the mail system in many areas is terrible.

--- Quote ---Renewing your driver's license may soon be just a few clicks away. The Land Transportation Office will offer renewal online when it fully computerizes its operations. Jacque Manabat reports. - Business Nightly, ANC, June 23, 2017

Might be a bit like the Philippine Statistics Authority (PSA) system for ordering birth certificates... Fill up a form online, pay online or at a payment center, and in this case probably go to the LTO in person to pick it up. I can't see them searching all over Purok 2 of some Barangay for 10 license renewalees with no specific address... but you never know, this is the Philippines!

The PI mailing system is one of the worst.  I am guessing that the LTO will use one of the courier service in the country like Air 21, DHL and other courier service for a fee.  They are pretty reliable.  When I renewed my US passport online, the embassy had Air 21 picked up my old passport then delivered the new one after a few weeks.  It was included in the fee
