VPNs wont save you.
I use xoom and so far pretty much nothing but that monthly for over 6.5 years now. The reason I'm safe is I send it to Tina and it's comes from my USA bank account. Even then, they stopped it twice. The first time I just told them I was sending it to my GF. That took care of all issues for about a year. Then they stopped it again. This time I'm sending it to the same woman who is my fiance. That was about 4-5 years ago. Since then there hasn't been a single issue.
What they are looking for is the same name sending money to the same name. That's it. VPN won't change your name. I do not think I ever used a VPN to send the money. At least not on purpose. I have a VPN I used for other things and maybe sometimes it was still on when I did my money transfer. Who knows.
I do have every intention next time I am back in the USA to open a Charles Schwab account as that to me is the best way to get money from your US bank account over here to yourself with the lowest costs/fees. Cheaper than even xoom.com.
But a VPN isn't going to change your name and that is what they look for. I got a USAF friend of mine over here using xoom also now. He also had the same issue. Had to make a phone call to xoom and say that his wife lives over in the Philippines and he was sending her money. So far, it's worked for him.
