Here is a list of BoI district and field offices I found.  I can't say for certain they are all still in operation as I haven't personally visited each and every one, but at least this gives everyone a place to start.  As always, check before you go, allow yourself time to find the right office.  People come and go, offices close, new ones open and phone numbers change often.  So check with your local office in advance.

BTW, I was just there at their Sta Rosa office to renew my ACR I-Card that expired this past Oct and they wouldn't do it there, but only at the main office in Manila.
However, they told me, before my BB stamp is about to expire and if I plan to apply for a visa extension at their Sta Rosa BOI office, I can renew my ACR I-Card then at that time with my visa extension application even though my card has already expired, because they say there are no penalties for expired ACR I-Cards as long as I still have the original card at the time when renewing it.
Well, I'll see come Feb when I go to apply for my visa extension and ACR I-Card renewal at the same time at their Sta Rosa BOI office. Lucky for me, their new BOI office is only a mile away from where we live just across the street from Waltermart here in Sta Rosa.
