Yes they do now.

Yes they do, but they asked for a US address, ph #, and ID while I was finalizing the e-file.

Art, just a re(tired) Fil-Am:
Turbo Tax screwed up their payment option, where direct debit from my U.S. BofA account is no longer an option and they now charge $39.99 for each filing when not qualified for their free filing.
I found that Tax Slayer provided the direct debit from our U.S. bank account and or credit card payments and they charge lower fees for their filing of our Federal and State if not qualified for the free e-filing for Federal and State depending on one's adjusted gross income.

Just an update to using Tax Slayer, they do provide direct debit to pay taxes owed from one's U.S. bank account, but the fees for preparing my Federal and State forms has to be paid using a credit card with a U.S. billing address associated with my credit card.
I just called my BofA bank in Calif to change my billing address to show a U.S. billing address, because Tax Slayer would not accept a foreign address associated with my credit card. After payment goes through, I can change my address back to my Philippine address. BofA's on-line profile contact info only accepts one address where as my other credit cards have provision to accept U.S. and foreign addresses like my USAA credit union account.
