THE House of Representatives has approved on second reading a measure seeking to provide stricter requirements for male foreigners desiring to marry Filipino women.
House Bill 4828 authored by Pangasinan Representative Marlyn Primicias-Agabas and Cebu Representative Gwendolyn Garcia aims "to protect Filipino women against exploitation of foreigners who marry without evident means to support a family."
Garcia said some of the foreigners coming to the country in order to marry Filipino women are vagabonds or social and moral derelicts in their own country.
"The real motive for marriage is only to take advantage and exploit our women by making them work for the family and worse, by sending them to prostitution and other degrading and dehumanizing occupations," Garcia said.
She said that through the social media sites and other internet made marriages websites has not only caused untold miseries and suffering to Filipino women but it has also brought dishonor and disgrace to their womanhood.
Under the measure, the prospective foreign husband shall provide a certificate of good moral character and a certificate that he has a gainful trade, business, employment or other lawful source of income to be issued by his country's diplomatic or consular official, in addition to the usual certificate of legal capacity.
The measure amends Article 21 of Executive Order 209, otherwise known as the Family Code of the Philippines. (Sunnex)

Thanks for posting that, I was not aware it had passed. It still makes my blood boil considering how much I know about Filipino men abandoning there familys here on a regular basis.

I think what it actually means, is one more intrusive look into the lives of non Filipinos who will probably have to prove how much they make, thus possibly making themselves a target.

Well you see back in the days when the U.S. had their military bases in the Philippines, military personnel had it easy marrying Filipino nationals vs regular American civilians and other foreign nationals. The military under family services had a Filipino representative working for the base legal affairs office in processing military personnel with their documents in marrying a local Filipino national.
Now that all the military bases have gone and those areas with night clubs with young and middle aged women still working in them became a heaven for foreigners and military retirees on their 2nd and 3rd go around in life to start anew their relationships with Filipino women of their choice, but now with local laws and immigration restrictions! Hence, that's when all this immigration fiasco came into play as mentioned and according to this House Bill 4828 imposing stricter rules for foreigners marrying Filipinos!
So now anyone wanting to marry in the Philippines will have to jump through hoops to provide proof of an adequate source income and moral character for their perspective spouse to be to the appropriate agencies in the Philippines!

I'm not sure what way to interpret this. On the one side I can agree that adequate protection for their women is sensible - But the implication is that the Filipina is a stupid person incapable of making a rational decision. Maybe a far more constructive approach would be to make a better effort at contraceptive education and free availability.
Can anyone supply figures on this issue: what percentage of marriages to foreigners fail - compared to Filipino marriages?
