Radio Hams

Just curious - are there any expat radio hams here?
There is quite a vibrant community of radio hams in Thailand. Wondering if there is one here too?
I did find this: https://www.para.org.ph/ but what about expats?

Good question. Thanks for asking it. I have a receiving setup and from time to time scan the airwaves for interesting stuff.
Anyone have an understanding of what regulatory hoops are in place for a transmitter here in the RP?

I used to be Gen class but that was 40+ yrs ago.

The HAM I was referring to in that comment was Art Bell.
I had a lengthy conversation with him on this very topic after he returned from his stint in the Philippines.
From what I remember, I emailed the Para people but never got a response from them. (go figure - a no email return from a Philippine organization) but this was about 10 years ago.
You can try to see if this organization is still alive.
