ASEAN driving license valid in Cebu?

Hello guys,

I am planning my first trip to the Philippines. I have Thai driving licenses for motorbike and car.

According to this "agreement" and some adverts I saw in Thailand, the license can be used in other ASEAN countries as the Philippines or Vietnam.

I am curious about your experience. If police stops me, will they really accept this agreement or insist on a local license?

I plan to drive in Cebu, but maybe also on other smaller islands.

For renting a motorbike in the Philippines I found different websites.

The motorbike daily rent is 449 pesos, 7 days rent is 2900 pesos and 30 days rent is 9500 pesos
This equals around 180 USD monthly and it is the best price I found. I wanted to ask you guys if this price is true or a scam, because I paid half the price in other countries for renting scooters so I am a little bit confused, especially because I saw that the bikes (e.g. Honda dealer) are not more expensive in the Philippines.

Yes, 90 days from date of arrival.


Chapter III, Sec. 21 of the Republic Act (RA) 4136, otherwise known as the “Land Transportation and Traffic Code” states that:. “Bonafide tourists and similar transients who are duly licensed to operate motor vehicles in their respective countries may be allowed to operate during but not after (90) days of their sojourn in the Philippines.”

These are the laws. But how does reality work if I get stopped by police?
Just as an example Thailand has the same law with using an IDP or foreign license as a tourist but the police will not care and fine you.

For a car your car insurance would no longer be valid.

For a motorcycle no insurance available for "small" motorcycles but could complicate things if you injure someone in an accident.

A foreign drivers licence is good for 3 months here in Fils.  However, if your foreign licence is not in English, you need to arrange for an International Permit, which is basically a driving permit based on your existing licence translated into a number of different languages, including English.
