I got an email from the IRS telling me I needed to fill out the attached form an fax it back to them. It looked like an IRS form but half way down the page it ask me about my bank accounts, which is a big red flag for me. I found the same form on line at the IRS web site. The form was W-8BEN. I compared the two forms they were not even close to the same.
Everyone needs to make sure they check out any request for personal information very careful or you might end up with an empty bank account.

The IRS does not email people, never reply to those emails, as far as I know they are all fake. IMHO NEVER give out personal information on the internet, call a known number to verify if they are actually asking for such information.

Never ever got anything like it or ever read about it at any time when doing my taxes every year!

US Income Tax Withholding
Non-US persons (whether individuals or entities, such as foreign corporations) are subject to US. tax at a flat 30% rate on certain kinds of income they receive from US sources. Sometimes an Income Tax Treaty negotiated with the US and another country can be used to reduce this tax rate.
The 30% (or lower Treaty rate) withholding tax is required only for payments made to foreign payees, it is not required when the payee is a US person. Foreign persons complete one of the forms in the Form W-8 series (e.g., Form W-8 BEN). US persons do not complete a form in the W-8 series. Instead, they use Form W-9.
