Hi JoeLP,

  Many, many years ago, maybe 20, probably more, my wife and I took a vacation up to the UP and found, what I thought at the time, the only Philippina in the UP.  She was married to a man living in Munising, and, of course, he was ex-military as we mostly are.  I remember his Dad, most of all, being very French-Canadian maybe, and having a thick accent that I could just barely understand.

  Oh, yeah.  No need to tell me about air conditioning.  My first three trips to the Philippines, I stayed in the Province, Pangasinan, where there was no air conditioning.  This last time, they had a split A/C put in one room of the house for me.  It was a game changer.  There is no air conditioning currently in our house, but we will have one put in either before we arrive this year, or while we are there.  All ready in the budget.  We will add one to every bedroom one-by-one.  But, I'm thinking of the whole house units for the common areas.  We saw a couple at their equivalent of The Home Depot.

  We plan on being there from November to February, so being without air during that time will not be that big of an issue.  I was there in December in 1997, and the weather was quite comfortable.

Yes.Sounds like you were misinformed. The Phil embassy in London issued me my Permanent visa 13a some years ago. At the very least ,they should give you valid reasons why they cannot process your application.
