I looked at a couple of sites for historical stats.
This site says the highest between 1998 and 2016 was 56.34 to the dollar, but it does not say when that occurred:

I could not find a reference to anything approaching 70. But then the web does not know everything.

I honestly cannot remember 100%, but I want to say it was close to 70. I remember seeing a mid 60's rate at the Filipino store in conversion rates when I was in Grand Rapids, MI. My then wife and I went to visit and a college friend of her's took us to an exchange local and my memory keeps telling me it was close to 70. 68 or 69 and something.
Been over a decade and I might be off, just what I remember.

If I can remember it correctly, it was during the time of Erap's (former President Estrada) escape/impeachment when the peso to dollar really went down. Back in late 90s, usd to php is around Php25 only then went to 40s. And 50++ during erap time (I think highest is around 56 or 57).
