A person could find almost all they need to know on this link regarding Spousal and Fiance visas. 

Non Immigrants are handled in different channels.  This is a good place to start:

Caution here!  There are hundreds of private commercial sites that offer varying kinds of visa help and advice for a fee.  Many are scams, some are honest, a few keep themselves updated, but none are official.  Both the Department of State and USCIS say that their forms are designed for the layman.  Professional help should not be needed unless there\'s a particular legal issue out of the ordinary when Immigration Attorneys should be consulted.
