What price range, top of the line and convenient would be the hotel Seda in the newish Ayala Mall http://web.sedacentrio.com/ easy to get a taxi from
An older nice hotel up near SM overlooking the city is Pryce Plaza http://www.pryceplaza.ph/ harder to get a taxi from but they have their own car service.
Then there is a newly finished hotel at the Limketkai Mall http://limketkailuxe.com/#1 this one would also be very convenient and easy to get taxis from.
Believe it or not, the wife and I usually stay at an inexpensive Pension House called Casa Crystalla for way under p1000 a night, it is right off the main street and has no elevator but we often enjoy staying there most years when we visit the city for friends and family, we go every other year, nowadays, next year (probably in March or April) being the year for our visit depending on who visits us in Cebu and when they will be there next year. https://www.facebook.com/Casa-Crystalla-166113396791576/
I met my wife in CDO over 22 years ago and we always walk around the city when there, it is a nice quiet city for the most part but lots of traffic, they have a McDo, Dunkin Donuts as well as some high end restaurants and there are plenty of kanos all over there. IMO safe as long as you take a taxi to wherever you go, walking around in some areas IMO should only be done once you know your way around, a purse snatcher had his eyes on Nila's purse one year but I cut him off at the pass and laughed at him since I saw him coming before he even decided to try.
Anything else you need to know about CDO feel free to ask, I will do my best to answer.

I spent a few months in CDO and visit regularly just for some shopping or a good tailor. Not much there that I would recommend for a touristy visit.

IMO the pollution is not bad, as I have never seen a lot of residue on cars or windows there and have no problem breathing while there.
My wife used to work in CDO before I met her and up until I brought her to the US, so she has a lot of friends there and some of her relatives live in the city, thus we go there first for a couple of days gathering supplies and then head down to see the larger part of her family who live in Bukidnon, which is around 6 hours away by bus or 4 to 5 hours away by car, it depends on how we decide to travel, usually her former boss will loan us a driver and a vehicle to take us there and of course I take good care of his son who is in college, whenever we are there. When we come back from our family visit we usually stay a few days before heading back to Cebu. Nila's former boss and I have become very close, we think of each other as brothers, he wanted us to buy a home in CDO but they did not have condos back then or we would have..
