I just saw this on the news today.  Why is it that everytime that the Govt. here tries to do something that it is always questioned by so many other bodies.  Sad.

Suspension of mandatory car plate replacement sought

MANILA - A senior opposition lawmaker yesterday called for the immediate suspension of the Land Transportation Office (LTO) order on mandatory replacement and purchase of new car plates for vehicles that have existing plates.

Isabela Rep. Rodito Albano said the recent Senate probe on the multibillion-peso car plates program of the LTO showed scandalous findings and made him want to call for a congressional inquiry into the mess.

The Commission on Audit (COA) earlier ordered LTO to suspend payments to plate producers Power Plates Development Concepts Inc. and J. Knieriem BV Goes or JKG, due to “unfulfilled documentary requirements.”

“We have no problem with new car purchases. But, all vehicles already registered with the LTO with usable plates must not be victimized by this multibillion-peso racket,” Albano said.

He added that the mandatory purchase of new car plates being forced by the LTO on vehicle owners “is a monumental attempt to again rip off million of helpless car, truck, motorcycle owners in the country.”

For him, the mandatory replacement of plates is both abusive and anomalous.

He described the new plates overpriced and scandal-ridden.

Albano believes the LTO should instead work for the issuance of new registration renewal stickers also being done yearly.

He commended the COA for ordering LTO to stop paying the Power Plates Development Concepts and JKG as he criticized LTO for its failure to justify the plate’s technical superiority.
