Nothing on this link.  However, the fine is stiff. 5K pesos for 1st offense.

It is enforced alright (do not have an idea about bald tires).  Watching local news, they ticketed more than 100 drivers.  %K pesos a piece.  However, It is only enforced in EDSA or Metro Manila it seems.  If you live in the provinces, I do not think that they will be enforcing this law.  however, use caution!
