Wonder if their slight/soft opening in August for those with permanent visas was a struggle.  When that was talked about in July, I figured they were doing it as a test to see if they'd be able to open up for the holiday season and bring money in. Also, if a vaccine is found before the end of the year, I wonder if that'll mess up this plan and result in an earlier opening.

My impression of allowing those with permanent visas to return (after speaking to officials of our Province - Bataan) was more about reuniting families, rather than some sort of tentative tourist plan.

I don't think anyone should be surprised by this, as the Philippines is one of the few countries I have personal knowledge of, which has a family-centric culture.
