Im trying to cancel my property contract and receive a refund as the contract states.
The company has told me to send them the Original contract and all original receipts they have sent me before they will proceed. Until they have that they will not cancel.
I questioned this and was told "The cancellation won't proceed without those documents. Those original Official Receipts will be checked by the Bureau of Internal Revenue"
Has anyone heard of this before?

For my part, no, I have not heard of that before. Your reference to the BIR would seem to confirm that we are talking about a Philippines property contract, which was not clear at the outset. Property law there is not like what I am used to in Canada and the U.S., where I have bought and sold properties. I find it odd that the vendor is asking, in effect, for their own contracts and I have no idea why the BIR must be involved. But then, Phils is different. I would not be too surprised by efforts to put up roadblocks to a refund. Passage of time might also be a detriment to you.
Do you have an attorney there? I have attorney friends there if you'd like a reference. If in doubt, if the matter remains unresolved at this point, I might want to talk to an attorney there.
Maybe you have not come back to this question because the matter has been resolved favorably. I hope so.
